Wagner, not to be confused with the Washington County Commissioner by the same name, and his wife, Teresa, own Wagner’s Outdoor Express RV in Falling Waters, W.Va. On Christmas Eve, Randy Wagner received an email from Forest River, an RV manufacturer based in Elkhart, Ind., encouragING dealers to donate to Care Camps — a charity that serves children with cancer. As an incentive, the Virginia-based Level 5 marketing company had issued a year-end challenge.
